The Short Version

## Missouri car insurance requirements, costs and quotes, in 60 seconds

- **Missouri’s minimum is 25/50/25 liability plus uninsured motorist coverage.** That’s $25,000 per injured person, $50,000 per accident and $25,000 for property damage, plus uninsured motorist at $25,000/$50,000. Liability pays other people when you cause a crash, not your own car.

- **Missouri is an at-fault, comparative fault state.** The driver who causes a crash pays, and fault can be split. There’s no PIP requirement; medical payments and underinsured motorist coverage are optional.

- **About one in five Missouri drivers was estimated to be uninsured in 2023.** That’s 20.7%, sixth highest in the country, which is why the uninsured and underinsured lines on your policy deserve a real look.

- **Driving uninsured costs more than a ticket.** A conviction can bring 4 points, and a lapse can mean a license suspension, reinstatement fees up to $400 and proof of insurance on file for three years.

- **Published averages are a starting point, not your price.** The NAIC put Missouri’s 2022 average expenditure at $991.50 a year, below the $1,126.94 national figure, and averages rose in 2023. Your quote depends on your drivers, cars, record and choices.

- **Do this:** set liability to protect what you own, keep uninsured motorist, consider underinsured motorist, pick deductibles you could pay tomorrow and re-check your policy at every renewal.

Maybe your renewal came in higher than last year. Maybe your teenager just got a license, or you’re buying a truck in Washington and the dealer wants proof of insurance before you drive it home. Or maybe you’ve carried the same Missouri car insurance for years and never looked past the price.

Most people don’t read their auto policy until after a deer on a two-lane road, a hailstorm or a crash on I-44. This guide is the version you read before. We’ll cover what Missouri requires, what happens if you drive uninsured, why uninsured motorist coverage matters so much here, how the coverages fit together, what Missouri drivers pay on average and how to get a quote that protects you.

## What car insurance does Missouri require?

**The short answer:** Every Missouri vehicle needs liability coverage of at least 25/50/25 plus uninsured motorist coverage of at least $25,000/$50,000, and you need to be able to show proof of it.

[RSMo 303.190](https://revisor.mo.gov/main/OneSection.aspx?section=303.190) sets the liability minimum. In plain English: **$25,000** for one person’s injuries, **$50,000** for everyone’s injuries in one accident and **$25,000** for damage to other people’s property. The Missouri Department of Revenue lists the same 25/50/25 limits on its [insurance requirements page](https://dor.mo.gov/driver-license/insurance/).

Missouri adds a second requirement many states don’t: **uninsured motorist coverage**. [RSMo 379.203](https://revisor.mo.gov/main/OneSection.aspx?section=379.203) requires it on Missouri auto policies, and the Department of Commerce and Insurance (DCI) [Consumer Guide to Auto Insurance](https://insurance.mo.gov/media/21146) lists the minimum as $25,000 per person and $50,000 per accident.

Liability works in one direction. It pays the **other** driver’s medical bills and repairs when you cause a crash, and it pays for your defense if you’re sued. It doesn’t fix your car, and it doesn’t pay your own medical bills.

**Missouri is an at-fault state that uses comparative fault.** In the words of the DCI guide, “Missouri is a comparative fault state, meaning anyone involved in an accident may be partially responsible for it.” Your share of the damages follows your share of the fault. Missouri doesn’t require personal injury protection (PIP), and medical payments coverage is optional.

**Proof of insurance.** Keep your insurance ID card in the vehicle. DCI’s guide says you can also show proof on your smartphone. Insurers report coverage to the state through the Missouri Insurance Verification System, so DOR can check whether a car is insured.

Good to know

**The minimum is a legal floor, not a recommendation.**

The law sets the least you can carry. It doesn’t decide what’s enough for your household, and for most families with a home, savings or a teen driver, 25/50/25 isn’t. We’ll show why in the

[liability section](#liability-limits)

.

## What happens if you drive without insurance in Missouri?

**The short answer:** Driving uninsured in Missouri is a misdemeanor that can bring 4 points on your license, and a lapse can lead to a suspension, reinstatement fees and three years of proof-of-insurance filings.

Under [RSMo 303.025](https://revisor.mo.gov/main/OneSection.aspx?section=303.025), driving without the required coverage is a class D misdemeanor on a first offense. The court then picks one path: **4 points** on your record, a **suspension**, or an order of supervision in place of points. A second or later offense can mean up to 15 days in jail and a fine of $200 to $500. DOR also notes that **8 points within 18 months** can cost you your license.

A lapse in coverage has its own consequences, even without a ticket. Here’s how DOR lays out suspensions and reinstatement:

Source: Missouri Department of Revenue,

[Insurance Information](https://dor.mo.gov/driver-license/insurance/)

(checked October 2026).

Offense

Suspension

Reinstatement fee

First

No suspension

$20

Second within two years

90 days

$200

Third or later

1 year

$400

Reinstating also means filing proof of insurance and keeping it on file for **three years**. If the lapse involved an accident, DOR requires an **SR-22**, a filing your insurer sends to the state, kept for three years from the date you’re eligible to reinstate. An insurance ID card doesn’t count.

Missouri watch-out

**A short lapse can turn into a long problem.**

DCI’s guide warns there’s no grace period and that “one late payment could get your policy cancelled.” Set up automatic payments or reminders, and call us before a payment problem turns into a lapse.

## Why does uninsured motorist coverage matter so much in Missouri?

**The short answer:** About one in five Missouri drivers was estimated to be uninsured in 2023, so the coverage that pays for your injuries when they hit you is one of the most important lines on your policy.

20.7%

of Missouri drivers were estimated to be uninsured in 2023, sixth highest in the country, compared with 15.4% nationally. Source: Insurance Research Council, via the

[Insurance Information Institute](https://www.iii.org/fact-statistic/facts-statistics-uninsured-motorists)

.

**Uninsured motorist (UM)** pays for your injuries, and your passengers’, when the at-fault driver has no insurance. Missouri requires it at $25,000 per person and $50,000 per accident. Many insurers let you choose higher UM limits, and it’s worth asking what that costs.

**Underinsured motorist (UIM)** is optional in Missouri, and it covers a different gap: the driver who hits you has insurance, just not enough. A driver carrying the 25/50/25 minimum is “insured” on paper and can still leave a serious injury mostly unpaid. DCI describes UIM as coverage that “pays when an at-fault driver doesn’t have enough insurance to fully pay for your loss.”

Think about a crash on I-44 where your hospital bills and lost wages come to $80,000. If the other driver carries $25,000 of injury coverage, their policy stops there. UIM is the coverage designed for the difference, up to the limit you choose and subject to your policy’s terms.

**Reviewed by Tina Gregory.**

Tina owns Tina Gregory Agency, a Farmers Insurance agency at 878 Dunsford Dr in Sullivan. Her rule for every quote: explain the coverages, then let you pick what works for you.

Not sure what your UM and UIM limits are? Bring your declarations page and we’ll read it with you.

## Liability, collision and comprehensive: what does each one pay for?

**The short answer:** Liability pays for damage you cause to others, collision repairs your own car after a crash, and comprehensive covers theft, hail, fire, falling trees and hitting a deer.

You won’t find “full coverage” in Missouri law. When people say it, they usually mean liability and uninsured motorist plus collision and comprehensive. A policy that meets the legal minimum can still leave you paying for your own car after a hailstorm or a crash you caused.

Coverage

What it pays for

Required in Missouri?

Liability

Other people’s injuries and property when you cause a crash, plus your legal defense.

Required

At least 25/50/25.

Uninsured motorist

Your injuries when the at-fault driver has no insurance.

Required

At least $25,000/$50,000.

Underinsured motorist

Your injuries when the at-fault driver’s limits are too low.

Optional

Worth pricing with your liability limits.

Medical payments

Medical bills for you and your passengers, regardless of fault.

Optional

Missouri has no PIP requirement.

Collision

Repairing or replacing your car after a crash, whoever caused it.

Optional

Your lender will usually require it.

Comprehensive

Theft, fire, vandalism, hail, falling trees, flooding and hitting an animal.

Optional

Your lender will usually require it.

Rental reimbursement and roadside

A rental car while yours is repaired after a covered claim, and help with a tow or a dead battery.

Optional

Check the daily rental limit.

Gap

The difference between your loan balance and the car’s value after a total loss.

Optional

Worth asking about on a new loan or lease.

If you still owe money on your car, your lender will usually require collision and comprehensive. Once it’s paid off, keeping them is your call, and it comes down to what the car is worth and what you could afford to replace.

Around Sullivan

**Deer and hail are comprehensive claims.**

Hitting a deer on a two-lane road at dusk, or a spring hailstorm denting the hood, is usually a comprehensive claim, not collision. If you drop comprehensive to save money, those losses are yours.

## How much liability coverage should a Missouri household carry?

**The short answer:** Enough to protect what you own and earn, which for most households means limits well above Missouri’s 25/50/25 minimum, because anything a judgment exceeds your limits can come out of your pocket.

One serious crash with a newer pickup or more than one injured person can go past the minimum quickly. Here’s how that plays out:

Illustrative example · not a quote

You’re at fault in a crash on I-44 near Sullivan. The other driver’s medical bills come to

**$40,000**

, their passenger’s to

**$20,000**

, and their pickup is a

**$30,000**

total loss.

- With **25/50/25** limits, the policy pays up to $25,000 for the driver and $20,000 for the passenger, plus $25,000 for the truck. That leaves **$20,000** that could fall on you.

- With **100/300/100** limits, each amount falls inside its limit, so the policy would have room for all **$90,000** in this example.

Real claims can also include lost wages, pain and suffering and legal costs, and how any claim is paid depends on your policy and the facts.

There’s no single right number, but there are good questions to ask:

- **What could a lawsuit reach?** Home equity, savings and future wages all count.

- **Who drives your vehicles?** A newly licensed teen, a daily commute up I-44 toward St. Louis or a work truck changes the odds.

- **How much protection do you want for your own family?** Uninsured and underinsured motorist limits are separate choices, and they protect the people in your car.

For households with real assets to protect, an [umbrella policy](https://tinagregoryagency.com/umbrella-insurance) adds liability protection above your auto and home policies. When we review an auto policy, we start with the liability and UM lines before the price, and we can price two or three limit levels side by side so you can see what each step up costs.

## How much does car insurance cost in Missouri?

**The short answer:** The NAIC put Missouri’s 2022 average expenditure at $991.50 a year, below the $1,126.94 national average, and its 2023 figures show prices rising, but your own quote depends on your drivers, vehicles, record and coverage choices.

The most reliable published averages come from the National Association of Insurance Commissioners (NAIC), which collects premium data from every state. They lag a couple of years behind, but they’re based on what insurers actually wrote, not on sample quotes.

How to read these numbers

**Averages describe the market, not your bill.**

The NAIC’s

average expenditure

blends liability with the share of drivers who also buy collision and comprehensive. The

combined average premium

adds the three coverage averages together. Missouri’s liability average rose about 12% from 2022 to 2023, collision about 16% and comprehensive about 21%. The NAIC itself cautions that comparing states “can be misleading,” because drivers choose different coverage and states have different laws. Prices have kept moving since these years.

DCI’s guide lists the kinds of things insurers use to set your rate:

Record

### Driving record

Tickets and at-fault crashes can raise your premium. A clean record works in your favor.

History

### Claims history

Past claims on your policy can affect what you pay at renewal.

Driver

### Age and experience

Newer and younger drivers usually cost more to insure.

Vehicle

### The car itself

What it costs to repair or replace shapes your collision and comprehensive price.

Credit

### Credit-based insurance score

DCI notes Missouri insurers may use one when setting your rate.

Coverage

### Your choices

Liability, UM and UIM limits, optional coverages and deductibles all move the price.

**Ways to bring the price down without leaving gaps.** DCI suggests raising your deductible only to an amount you could actually pay after a loss, comparing companies and asking about discounts. You may qualify for discounts for things like bundling home and auto, a good driving record or your occupation; eligibility varies and discounts aren’t available in every situation. Dropping to the state minimum is the one move we’d steer you away from.

## How do you get a Missouri car insurance quote you can trust?

**The short answer:** Start from your current declarations page, list every driver and vehicle, choose your limits and deductibles on purpose, and compare quotes at the same coverage, not just the bottom line.

- **Start with your declarations page** It lists your drivers, vehicles, coverages, limits, deductibles and premium. It’s the baseline, so every change from it is on purpose.

- **List every driver and vehicle accurately** Include the teen with a new license and the college student who comes home on weekends. A missing driver or vehicle can cause problems at claim time.

- **Set liability to protect what you own** Start from 25/50/25 and ask what 100/300/100 or higher would cost. Think about the home equity, savings and income a lawsuit could reach.

- **Decide on UM and UIM with your eyes open** Uninsured motorist is required; higher UM limits and underinsured motorist are choices. Price them before you decide.

- **Pick deductibles you could pay tomorrow** Your collision and comprehensive deductibles are what you pay first on a claim, including after a hailstorm.

- **Give complete history up front** A quote isn’t final until the insurer checks your driving record and, where it’s used, your credit-based insurance score. Mentioning the ticket from two years ago now keeps the price from changing later.

- **Compare at the same coverage** Two quotes only compare when the limits, deductibles and drivers match. A lower number with lower limits isn’t a better deal.

Here’s how we do it at our office. We start with Farmers, and when Farmers isn’t the best fit, we can also quote other companies through Kraft Lake Insurance Agency. Either way, we explain each coverage and you pick what works for you. Most of our clients own a home and more than one car, so we’ll also show you whether bundling with your [home insurance](https://tinagregoryagency.com/home-insurance) makes sense. You can start on our [auto insurance page](https://tinagregoryagency.com/auto-insurance) or go straight to a [free quote](https://tinagregoryagency.com/quote?type=auto).

## What’s new for Missouri drivers in 2026?

**The short answer:** Missouri’s 25/50/25 and uninsured motorist minimums haven’t changed, but the hands-free driving law is now fully enforced, and the newest national data shows both premiums and uninsured driving rising.

- **Hands-free driving is enforced.** The Siddens Bening Hands Free Law, [RSMo 304.822](https://revisor.mo.gov/main/OneSection.aspx?section=304.822), took effect August 28, 2023, and officers could only issue warnings until January 1, 2025. Holding a phone while driving can now bring a fine of up to $150 for a first violation, up to $250 for a second within 24 months and up to $500 after that or in a work or school zone. A ticket can also show up when your insurer reviews your record.

- **Newer premium data.** The NAIC’s 2022/2023 report, adopted in December 2025, shows Missouri’s liability, collision and comprehensive averages all rising from 2022 to 2023.

- **Newer uninsured estimates.** The Insurance Research Council’s 2025 study put Missouri at 20.7% uninsured for 2023, sixth highest in the country.

- **The minimums are the same.** Missouri still requires 25/50/25 liability under RSMo 303.190 (current version effective July 1, 2019) and uninsured motorist coverage under RSMo 379.203.

Tip

**Check your policy when the law or your life changes.**

A new driver, a new car, a move or a paid-off loan are all good reasons to take another look at your limits and deductibles.

## The bottom line on Missouri car insurance

Missouri’s minimum is 25/50/25 liability plus $25,000/$50,000 of uninsured motorist coverage. That’s a legal floor. With about one in five Missouri drivers estimated to be uninsured, the coverage that protects your own family deserves as much attention as the price.

## Other questions Missouri drivers ask

### Is my motorcycle covered by my car insurance?

No. A motorcycle needs its own policy with Missouri’s required liability and uninsured motorist coverage. Our [motorcycle insurance page](https://tinagregoryagency.com/motorcycle-insurance) has the details.

### Do I need an umbrella policy on top of my car insurance?

If you own a home, have savings or have a teen driver, it’s worth pricing one. An umbrella adds liability protection above your auto and home limits. See our [umbrella insurance page](https://tinagregoryagency.com/umbrella-insurance).

### Can I bundle my home and car insurance?

Yes. Bundling home and auto can lower the price, and it keeps both policies with one local team. Discounts vary and aren’t available in every situation. Start on our [home insurance page](https://tinagregoryagency.com/home-insurance).

### Does car insurance cover my camper or boat?

Usually not on its own. Campers, travel trailers, motorhomes and boats typically need their own coverage. Our [RV and boat insurance page](https://tinagregoryagency.com/rv-insurance) covers what to ask about.

### How do I report a claim or pay my bill?

Our [service center](https://tinagregoryagency.com/service-center/) has claim and payment contacts. If you’re our client, you can also call the office and we’ll help.

## Missouri car insurance FAQ

Is Missouri a no-fault state?

No. Missouri is an at-fault state. The driver who causes a crash is responsible for the other people’s injuries and property damage, usually through their liability coverage, and Missouri doesn’t require personal injury protection (PIP). Missouri also uses comparative fault: the Department of Commerce and Insurance explains that anyone involved in an accident may be partly responsible, and your share of the damages follows your share of the fault. Medical payments coverage is optional and pays medical bills for you and your passengers regardless of fault.

What is the minimum car insurance required in Missouri?

Missouri requires liability coverage of at least $25,000 for one person’s injuries, $50,000 for all injuries in one accident and $25,000 for property damage, often written 25/50/25, under RSMo 303.190. Missouri also requires uninsured motorist coverage of at least $25,000 per person and $50,000 per accident under RSMo 379.203. Underinsured motorist and medical payments coverage are optional. The minimum is a legal floor, and most households with a home or savings carry more.

Is uninsured motorist coverage required in Missouri?

Yes. Uninsured motorist coverage is required on Missouri auto policies at a minimum of $25,000 per person and $50,000 per accident. It pays for your injuries and your passengers’ when the at-fault driver has no insurance. Underinsured motorist coverage, which pays when the other driver’s limits are too low, is optional. With an estimated 20.7% of Missouri drivers uninsured in 2023, according to the Insurance Research Council, it’s worth pricing higher limits for both.

What happens if I get caught driving without insurance in Missouri?

Under RSMo 303.025, a first offense is a class D misdemeanor, and the court can assess 4 points, suspend your license or order supervision. The Department of Revenue says 8 points within 18 months can cost you your license. A lapse can also bring a suspension of up to one year and reinstatement fees of $20, $200 or $400, plus proof of insurance kept on file for three years. If an accident was involved, the state requires an SR-22 filing.

How much is car insurance in Missouri?

The National Association of Insurance Commissioners put Missouri’s 2022 average expenditure at $991.50 a year, below the national average of $1,126.94, and its 2023 figures show liability, collision and comprehensive averages all rising. Those are statewide averages from a couple of years ago, not a quote. What you pay depends on your drivers, vehicles, driving and claims history, credit-based insurance score where used, and the limits and deductibles you choose.

Can I show proof of insurance on my phone in Missouri?

Yes. The Missouri Department of Commerce and Insurance consumer guide says you can use your smartphone or another mobile device to show proof of insurance. You still need proof with you whenever you drive, and you’ll show it when you register a vehicle or renew plates. Insurers also report coverage to the state through the Missouri Insurance Verification System, so the Department of Revenue can confirm whether a vehicle is insured.

What does full coverage car insurance mean in Missouri?

Full coverage isn’t a legal term in Missouri. People usually mean liability and uninsured motorist coverage, which the state requires, plus collision and comprehensive, which pay to repair or replace your own car. Collision covers crashes; comprehensive covers things like theft, hail, fire, falling trees and hitting a deer. If you have a car loan or lease, your lender will usually require both. Rental reimbursement, roadside help and gap coverage are optional add-ons.
